Frank Hicks was convicted by a jury of two counts of kidnapping for ransom, extortion, or reward with a firearm enhancement found true; two counts of human trafficking of an adult with the firearm and a deadly weapon enhancement found true; two counts of pimping; two counts of pandering; two counts of forcible rape; two counts of forcible oral copulation; one count of felon in possession of a firearm; one count of possession of a controlled substance with a loaded and operable firearm. The judge further found true that Hicks has a prior strike conviction and aggravating factors.

The first victim was previously reported as a missing person from Stockton.  On April 25, 2024, the Elk Grove Police Department received a report that the victim ran from an apartment where she had been held by her kidnapper.  The victim told officers she was taken by Hicks at gunpoint in Stockton and was forced to continually take fentanyl and drink alcohol over the course of 10 days.  She would plead to be let go, but Hicks refused to let her go. He forced the victim to work as a sex worker in Oakland and Stockton and provide him with all the money earned.  He also forced her to have sex and perform other sexual acts with him. The victim notified officers that there was another female in the house.  Officers discovered the other victim in Hicks’ apartment.  That victim told officers she was kidnapped approximately a month prior and  she was subjected to the same conduct by Hicks. Both victims indicated a gun and knife were used as threats that he would kill them if they tried to escape.  Officers also found a loaded gun, over 25 grams of methamphetamine and over 3 grams of fentanyl in Hicks’ closet.  Both victims testified that they were afraid for their life and one victim testified that she finally escaped because she felt that if she stayed in the apartment, she would die there.

Hicks faces a maximum sentence of 87 years to life in prison.  Sentencing is set for January 23, 2026, at 1:30 p.m. in Department 26 before the Honorable Ben Galloway.
