Serial Child Sex Offender Convicted of Numerous Child Sexual Assaults, Including Rape & Sodomy

On August 13, 2025, Richmond Butler pled to three counts of lewd acts upon a child, forcible lewd act upon child, forcible rape and sodomy of a person under 16 years old. Butler also admitted to allegations that there were multiple victims, substantial sexual conduct with a child under 14 years old, the victims were particularly vulnerable and Butler took advantage of a position of trust. He also admitted to suffering a prior strike conviction for child molest.
Richmond Butler met the victims’ parents through the Victory Life Bible Church in North Highlands. When the fellow church members were at work or busy, Butler would often care for their children. During this time, Butler sexually assaulted multiple children from ages 5-14 years old. He also forcibly raped a 17-year-old victim within a year of pleading to a previous charge of committing a lewd act upon a child. During the investigation, other victims were found throughout the world. This included sexual assaults he committed against two minors while he was at a refugee camp in Ghana.
Butler faces a maximum sentence of 90 years to life in prison. Sentencing is set for September 19, 2025, at 8:30am in Department 63 before the Honorable Satnam Rattu.
Under current California law, Butler (age 52 ) will become eligible for release at an Elder Parole hearing once he only serves 25 years of his 90-year prison sentence. With his in-custody credits, that will be in approximately 20 years.
