Sexually Violent Predator May Be Coming to Sacramento!

District Attorney Anne Marie Schubert is alerting the community of a Sexually Violent Predator (SVP) that may be placed near the City of Galt in Sacramento County.

A hearing is scheduled for public comment on the release of SVP, Joshua Bryan Cooley.  A Humboldt County judge will consider placing Cooley at an address north of Galt even though Cooley has NO TIES to Sacramento County.

According to public documents, Cooley was charged in Humboldt County in 2001 and 2002 in multiple cases of:

  • Sexual Battery

  • Criminal Threats

  • Kidnapping

  • Sexual Assault of a Person Under 14 by Force

After serving his sentence of four years and eight months, Cooley was placed on parole and ordered to wear a monitored electric ankle bracelet.  In 2007, police in Eureka arrested Cooley for providing alcohol to two 12-year-old females at a party being held at Cooley’s house.  Cooley also admitted kissing a 17-year-old female at the same event.  In 2010, a jury determined Cooley to be a Sexually Violent Predator under the Welfare and Institutions Code §6604 and he was sent to Coalinga State Hospital.

In 2016, a Humboldt County judge found Cooley suitable for conditional release back into the community.  After three unsuccessful attempts to find placement for Cooley in Humboldt County, a Humboldt County judge found that there were “extraordinary circumstances” and proposed placement in Tehama County.  The Tehama County location was deemed unsuitable and the Department of State Hospitals subsequently proposed a location in San Diego County for Cooley.  In September of 2020, the San Diego County location was withdrawn from consideration by the Department of State Hospitals.  The Department of State Hospitals now seeks to place Cooley in Sacramento County.

If approved, Cooley will live near Galt and only be monitored for one year.  He would then be eligible for full release from supervision to live unmonitored in the community.

Cooley is the third of three recent out-of-county Sexually Violent Predators the Department of State Hospitals has sought to place in Sacramento County.  Over the objection of the community, law enforcement, and the District Attorney’s Office, the Department of State Hospitals was successful in placing Santa Clara County Sexually Violent Predator Dariel Morrise Shazier in Sacramento County in 2019.
